東京生まれ。東京都練馬区立関町北小学校、東京都練馬区立石神井西中学校、東京都立豊多摩高校、お茶の水美術学院で1年浪人、東京芸術大学美術学部デザイン科卒業後、同大学院形成デザイン科を1981年に修了。株式会社電通を経て1984年、佐藤卓デザイン事務所設立。小さな頃住んでいた練馬区の木造2階建の家は、畑や田んぼに囲まれていた。カエルの鳴き声がうるさくて眠れないほど、その頃の東京はまだ長閑だった。自転車で5分も行けば、クワガタやカブトムシが採れて、川には蛇がいて、石神井公園ではクチボソや真っ赤なアメリカザリガニをいっぱい採った。家では、父がデザイナーをしていたこともあり、小さな頃から使い古されたプロ用のコンパスや粘土が自然に遊び道具になる。そして、母方の兄弟が模型エンジンのメーカーだったこともあり、小学校の頃から精巧にできたエンジンの部品などに魅了される。昆虫採集・漫画・怪獣・テレビ・模型作り・レーシングカー・絵を描く・メンコ遊び・ベーゴマ遊び・鬼ごっこ・サッカー。小学校の頃は、じっとしていることがなかった。よって、当然のように成績はあまり良くなく、良かったのは美術と体育だけ。小学校1年の時から英語やピアノを習わされるが、まったく興味が向かず、親にそうとう無駄使いをさせた。中学に入ってサッカー部に入る。ベッケンバウアーに憧れていた。どうもサッカーの才能がなかったらしく、補欠で厳しい練習と先輩の意味が分からないシゴキにただ耐えた。高校に進学してから美術部に入る。ロックを聴き始め、髪の毛が長くなり、Gパンはパンタロンに(いわゆる当時のラッパズボン)。学業には力が入らず、逃げるように美術大学受験を決意。この頃はレコードジャケットのデザインに憧れていた。そしてお茶美(お茶の水美術学院)で1浪して芸大デザイン科に入学。浪人中はロンゲで露天商(道端で手造りの針金細工などを無許可で売る)などの経験あり。大学3年の時からグレイトフル・デッドを崇拝するロックバンド「ミネソタ・ファッツ」のパーカッション担当としてライブハウスで活動する。その頃、教授の影響で、独自のアラベスク文様制作にも没頭。パーカッショニストの道を諦めきれず大学院に進んだが、結局その道では飯が食べられそうもなく、まったく興味の対象ではなかった広告代理店「電通」を受ける。そして予想外に入社が決定。突然広告の世界に入り、最初に出会ったアートディレクターが鈴木八朗さんだった。あるランチの席で、「きみはデザイナーに向いてないねえ。」という一言に目が覚める。
入社から2年経って、ウイスキーメーカーの広告の現場で、自分が飲みたいウイスキーが1本もないことに気付き、問題は広告ではなく商品開発そのものだと思い、自主プレゼンテーションをする。その決定を待たずに電通を3年と少しで退社。辞める間際に、商品化が決定し、退社後初の仕事として「ニッカ・ピュアモルト」の商品開発、例えば中身、値段、ネーミング、パッケージデザインなどすべての行程に携わる。このウイスキーが1984年に発売され、その後の仕事に繋がっていき現在に至る。特に好きなことは、サーフィンとラテン音楽。
